Philippine Alternative Learning System (ALS) for drop-outs and out of school youth


Vivian B. Dacula- Division Program Supervisor The Alternative Learning System (ALS) is a free education program implemented by the Department of Education (DepEd) under the Bureau of Alternative Learning System which benefits those who cannot afford formal schooling and follows whatever is their available schedule. The program provides a viable alternative to the existing formal education instruction, encompassing both the non-formal and informal sources of knowledge and skills.


How does it work  In ALS, students have to attend 10 months of school or 800 hours in the classroom. Then their performance are then assessed. 

Since ALS is a module-based learning system, students come in on a set time and choose a module to read. A quiz is given after each module to test their learning. Instead of teachers, facilitators are always present to answer any questions and sometimes lecturers would discuss a certain module. After several months, the students will take the Accreditation and Equivalency Test (AET). If they pass the test, they will be given a high school diploma and can now enroll in college.

BAJAMUNDE– DAKBAYAN IDOL

In this aspect he continued to support  the 54 – scholar enrolled in the different schools in Pagadian City with the different propose courses. In time of an  un set up crisis mainly in health problems of the less -privilege constituents immediately Idol- dole –out financial assistants for the hospitalization.

When ask, ‘‘ my living legacy to the people is my big SMILE means I am kind and am ready to help those needy, I can say that I never act over  I am so natural and I live very simple with my family, for those who need my help just come to me’’Bajamunde told to the writer of the MED PRESS magazine that‘’anyway if I  am given a chance to run for a vice mayor I will, because 2013will be my  last year of my term being  a legislator in the city for now am aiming  for that position but still am praying for my luck ‘’.

Pagadian City- Jesus Jun Bajamunde the chairman on the committee on sports and education continuously to concentrate the advocacy encouraging family children to complete the 4-year course   that he believes that  education can help to uplift the life especially to the less privilege families.

Bajamunde for all the time supports the plan and program of the executive as long as it could be benefited to the community.

The legislator with his audaciousness connecting toward constituents believed that education can change human's  life style.

DOMINADOR JALOSJOS JR SPEAKS OUT IN CONFIRMING GUBERNATORIAL POST FOR 2013 IN ZAMBOANGA DELSUR

Dapitan City –The city mayor of Dapitan Dominador Jalosjos Jr as called by the people as a man of few- word with good deeds . During the Zamboanga Peninsula Regional Athletic Association  (ZPRAA) meet held in Dapitan city on  March 10,2012  the said ZPRAA is an athletic competition of which the participants  from the elementary and secondary public schools.


The   group of the NEWS team from  Pagadian City later on  the 13th day at  the  home  of the executive  they able to talk  and learn  that on March 18,2012 he will be going to Pagadian city with Mr. Romeo Jalosjos Sr.Mr John Michael Jalosjos the son of Jalosjos Sr preparing also for  Mayoral post in Dumalinao ,ZDS and Ms Cathy Jalosjos the wife of Romeo Jalosjos Jr. the Congressman of the 2nd district of Zamboanga Sibugay ,Philippines with the company toward the point to confirm  their candidatures  post in the province of Zamboanga del Sur .


Dominador Jalosjos Jr is aiming to be the governor of Zamboanga  del Sur by  2013  to continue his advocacies encouragement and helping  the people especially in supporting the less privilege family and to put into practice the good governance in the community.
Jalosjos Jr. needs to help out in building peace and security order in the province since it is subsequent place from his home in the city of Dapitan Zamboanga del Norte.


When ask, He said ''we will be meeting  there  and continue  our conversation in fact  we will be going to  the city of Pagadian and hold a press conference  to confirm the JALOSJOS’S candidatures  post ‘’.

2012 A DECADE OF ASSIGNMENT OF MACAUMBOS IN LTO- BUUG

BUUG ZSibugay ,Philippines – Johan Macaumbos  one of the most consistent  LTO-CHIEF  of the Land Transportation Office assigned  with the uninterrupted exceptional endeavor in the agency so as to witness that  his principles is probable .

 LTO-Buug Extension Office started in the year of 2002 on a small building near the Municipal hall it sounded as if not good to begin the transaction but because of the strong and determined  person assigned it went the business soften  until an additive clienteles knew that there was an LTO Office in BUUG .

The LTO-Chief looked on the driver licenses operation and the registration for motor vehicles either private or public so as to update the circulars from the central office that the rules and regulations can be duplicated for clienteles.

Macaumbos   believes ‘’ working with mastery and by heart is essential to define better work   and to be successful a person should have the right attitude because attitude scores the best ‘’.
 A 10-year successive of assignment   is not an easy job he initiated more strategies to be an effective person in charge in the agency.

 Extension Office transaction proves that in every year it reached the revenue collections objective.

As year change the LTO office had been transferred with wide-ranging fraction along the ZSibugay National Highway in that way clienteles are accommodated with comfort and freely.
Now a year BUUG LTO extension office is in the continuous implementation of the International Organization Standardization (ISO) the scheme to expedite business transactions to satisfy clienteles in the said agencies.

The LTO-CHIEF is a- hands –on boss so as to respond  and  tell what is going on and can give instantaneous decision for the arises problems for the duration of transaction  in a day .

Macaumbus  is very grateful to the Regional Director Atty.Aminola Abaton for the unstoppable support given especially circulars from the Regional office  and that inspires and sustains the extension office of BUUG ZSibugay .

In response clienteles are being thankful of the BUUG LTO Extension office existence because it helps to minimize the cost in time of the requirement for the new driver licenses and the renewal s likewise with  the motor vehicle registration and the renewals without exemption for the obligatory reason.

BUUG, ZSIBUGAY ,Philippines  – Johan Macaumbos the LTO Chief of BUUG Land Transportation (LTO) extension Office maintains their responsibilities to the clienteles especially in the driver licenses concerned  and in  the motor vehicle registrations through implementing the rules and regulations of the agency. LTO agency is a responsible for improving the land transportation services and facilities.

MACAUMBOS unlocks to the public regarding the rules and regulations of the Land Transportation office (LTO) to let know the responsibilities and obligations of the vehicle drivers and owners both private and public.

Buug extension office has been in the automated systems   and the ISO has been implemented that the services is in order.

The 2011 revenue collections of the Land transportation Buug extension  office is consistent  with the objective . 

The LTO chief is very grateful that the the Regional Director ATTY Aminola Abaton had been supporting the extension office through given transparent circulars from the agency thus reaching the goal positively.

47th NEBM at the CITY of PAGADIAN

Pagadian City - City Mayor Samuel S. Co, the Vice President of the League of the Cities of the Philippines (LCP) hosts the 47th National Executive Board Meeting here on September 22-23, 2011. The 47th National Executive Board Meeting is done from one city to another in order to share our expertise of management the economic development in the respective localities, Mayor Co Said.

Co told the Press that the attendance of all city mayors in the coming 47th NEBM is not expected 100% because it is not compulsory, only the officers.

It was learned that there are a lot of city mayors who are already confirming their attendance like, Hon. Sarah Duterte from Davao city the mayor that advocates the rights for the poor, Valenzuela City Mayor Sherwin Gatchalian, who is also LCP vice president for the National Capital Region, the city mayor from Tagbilaran, Hon. Dennis Lim of Dumaguete, and Hon. Celso Lobrigat of Zamboanga city.

Co also invited the national and international model to entertain the visitors during the grand opening of the City Government owned City Commercial Center (C3).

“To entertain the constituents is my inspiration and I am relieved from my stressed of works when I look at the people happy because of the accomplishment I had done and after experiencing pressures and stressed sometimes,” Mayor Co disclosed.  

The chief executive invited some celebrities like Gissele Sanchez to act as the emcee and MS Pauleen Luna as co emcee during the program. Billy Crawford and Nikki Gil will also arrive to high light the activities.

Seven persons massacred by insane person

Pagadian City – At least eight persons including the suspect were reportedly killed in a massacre in the early morning on October 26 in the small village of Tikwas, Dumalinao, Zamboanga del Sur fifteen kilometers from Pagadian City going to Guipos.

The suspect is a 23 years old identified as Manny “Jun” Rubio, he is a mentally ill and was shot to death by the responding policeman after killing the couple Madelding together with their 3 children and two Beralio brothers.

The incident happened between 5:00 to 6:00 o’clock early morning when the suspect attacked first Madelding family.

Fernando Madelding 29 years old was taking a bath near his house when the suspect attacked him but he failed to alert his family after he was hit at the back by the suspect with an axe.  The suspect then proceeded to the house where the wife Annabelle 27 years old together with their 3 children Maricel, 9 years old, May An 7 years old and En-en 4 years old were killed according to the
 Village Chairman Romeo Ligan in his report to the authorities.

After killing the wife and children, the suspect discovered Fernando still alive and then hacked the victim again and cut off both hands and knees before walking away.  A few meters away the insane person also hacked to death the 2 Beralio brothers.

Robert 6 years old was dead on the spot after his back was hit while his elder brother Robenson 7 years old tried to escape but he was cornered at a rice field by the suspect and killed.

The responding policeman was force to shoot the suspect using his 9mm pistol after he ignored the warning shot and attempted to attack the persons in authority.

After the clearing of the area, it was discovered later that a 5 months old baby girl Chrissel May was alive lying under the dead body of her sister Maricel and Chrissel May is now under the care of the father’s sister Welma CaƱado.

I cannot believe that my 2 sons were dead, I only commission them to pick few gallons of water few meters away from our house, Rolando the father of the Beralio brothers said. 

Jun Rubio is a quite person and has no criminal records; he was always attending church activities for the youth before he acquired his mental problem. He is always at home and quite during his mental sickness and everybody who knew him were surprised after the incident.

“Both families are the victims and no one is to be blamed on the incident. The Department of Social Welfare and Development will conduct both families the Critical Incident Stress Debriefings while the financial assistance from the office of the provincial governor was process,” Social Welfare Office 4 Melani Aragon said.

For the past two days, this status has been gaining popularity: I condemn the ABS CBN TV Patrol POLL dated October 20, 2011 for irresponsibly asking a complex question: "Papayag ba kayo na itigil na peace talks at mag ALL OUT WAR na laban sa MILF?" While 97% voted for YES, does this follow that 97% wants to stop the peace talks AND at the same time launch an ALL OUT WAR against the MILF? Let us not allow a question to compromise the peace talks. NO to sensationalizing of news and complex question. YES to fairness and accuracy of news! MEDIA, KNOW YOUR RESPONSIBILITY!!! [Please post this in your status until it reaches the mainstream]. It still riddles me as to the orginal source of the post, but it spread like wildfire over FB, specially among Mindanawons; Manilenyos; people from Luzon, Visayas and Pinoys based in other countries who are aware of what's really happening.

I am really saddened by the question AND result of the TV PATROL poll last October 20. Yes, there are lots of unfortunate things happening again here in the South. The majority of Filipinos are again prone to being drawn to confusion, irritation, anger, hatred, and worst--apathy. These flames are fanned further with misinformation; one-sided information; and people in positions who can greatly influence perception and sentiments. 

As your sister and fellow Filipino in our life journey, all I ask is for each of us to stay vigilant and always check and double check the information we are "handed" and most of all, not be influenced by black propaganda. For most people outside the conflict areas, especially those who don't know the real deal behind the issues, it all just seems confusing and pathetic, but for people here in Mindanao; specially those working on the ground; working for peace and trying to uphold the ceasefire and peace process (THIS ALSO INCLUDES mechanisms inside the Armed Forces of the Philippines and Moro Islamic Liberation Front such as the Joint Committee on the Cessation of Hostilities; Local Monitoring Teams; their subordinates, as well as International and Local representatives of the International Monitoring Team (IMT)--which I am also a part of). For these people working on the ground, and ESPECIALLY for people who LIVE WITHIN the conflict areas... every prejudiced word uttered, every wrong information, every decision made by people in high positions (mostly people in Manila and some who wants to protect their personal interests here in Mindanao), spells possible agitation, panic, violent conflict and displacement of thousands of families. 

In truth, if you don't already know, there are still hundreds of thousands of Internally Displaced People (evacuees) living in temporary shelters (because of the wars and some skirmishes before and after 2000, 2001, 2003, 2008 etc) up until now. The last thing we would want to happen again is an ALL OUT WAR like the one declared by Estrada in 2000. THAT WAR ALONE displaced almost a Million civilians. Yes, there are also internal conflicts such as RIDO, and some breakaway groups, but this only shows how complex the situation is, and how we are treading on fragile ground. Hence, it would be best if we leave the work to the authorities whose mandate is dealing with these particular issues--let them investigate and serve justice for those who deserve justice. Another unknown fact, for the past 10 years, since the the implementation of the Ceasefire Agreement between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF), the communities are replete with success stories and life-saving experiences that are yet to be told and shared to a wider audience. Official records of the government and the MILF show 608 incidents of confrontation in 2002, which dropped to 10 in 2005 and only three in 2010. To add, when the government and MILF went back to negotiations, Mindanao experienced growth from 2005-2007, until clashes resumed in 2008 due to the controversies surrounding the now defunct MOA-AD.

 For those who are calling for an All Out War, DO NOT call for something out of emotional outrage, especially without even hearing the other side of the story; and without considering the huge implications of what you are suggesting. It has been a long arduous and painful journey towards peace... please do not compromise these efforts just 'cause you are feeling perplexed about things you see on mainstream media. Besides, let's not forget, that in the first place, all this struggle is rooted on the injustices done unto the Bangsamoro people. Justice for the Bangsamoro has long been overdue, and we are not making things better by spreading hatred against the Moros with misinformed and prejudiced declarations.

So, as your sister, I ask of you to please, please, stay cautious, get to know the real stories, don't spread the hatred and prejudice, help us achieve a lasting political settlement (to finally end all these), pray for us, whitelight, and just spread your love... ♥ Thanks and God Bless us all.

FIESTA GUTZ D’ BEST

Olutanga Zamboanga Sibugay - Fiesta is the word used for the thanksgiving season for the crop yielding and for the squashy year of fishing that fisher folks gratified, all the way through offerings are to follow. Usually town fiesta is the event  for  the church, to get off from variance the LGU of Olutanga  as far as  concern  united  and  tie up  to have  one celebration .


Olutanga is the  place in which diversities in resources are combined like fishing  that seaweeds are cultured ready for all seasons to harvest for the traders Fishermen go fishing along the sea level and because of its abundance of sea product,  their livelihood is maintained, as well as the farmers are very grateful for their quarterly harvest of the coconut tree, the blessing significantly for life existence that in no doubt they are optimistic that they  are  blessed by God, the giver of all things, on top of their belief fiesta is open to celebrate in the place .

August 8, 2011 the season opening so as to the various activities have started like the rising of the flags of the different offices with the DEP-ED, the municipal mayor Hon. Joel Capotulan participated in the rising of the flags where in the LGU‘s flag rises the no1, then the parish priest Fr,Danilo Noval SVD had given the speech that he uttered the beloved patron MARIA NUESTRA SENORA delos REMEDIOS  and spread out the 58th anniversary of the town fiesta with its theme, STA MARIA ,INAHAN NI JESUKRISTO ; SUMBANAN  SA PAGKAMAPAUBSANON UG PAGKAMASINUGTANON SA PULONG SA DIOS, the theme’’ encourages for us to be humble like the Saint of Sta, Maria to acquire peace and unity in the place where we live in today and forever’’ NOVAL  expressed   

The different booth  highlighted  the opening program  since the author for the structure is the municipal executive  Hon, Joel Capotulan, he is extremely grateful  that the LGU officials, staff and members had been moving with his simple instruction hence the different booth erected and implemented ready for the said celebration . The executive suggested for the booth so as to be displayed by the different AGRI-products, marine products and industrial products to augment the green and healthy environment.
The erected booth is not for temporary used while it is reserved for the ARAW celebration and soon to Christmas season, yet there will be an extra additional lights decoration to bring in the delights of CHRISTMAS nevertheless the season is to be celebrated throughout the world .
The municipal executive acknowledged the different officials, especially the organizer for the booth construction, the participation of the DEP-ED, especially for the students showed the dance talent he defined that there are so many talented individuals in the island of Olutanga yet the lack of confidence can’t be avoided because of the exposure that still needed. He is swanking the support of the LGU officials, staff and members to the max.
People in the community observing the fiesta phenomena enjoyed much, together with their relatives, families and friends. Anyway fiesta is celebrated annually therefore people are ready to take pleasure in the moment of time to feel the savor of life.
It shimmered to the 13th day of August since it is the high point of the singing contest to select the champion with the thousand of cash prizes. Crowds did not feel the rain drops and the merriment have had continued instead of going home they used big umbrellas just to wait the announcement of winners
Monday August 15, 2011 is the finale of the event, different activities are much participated by different offices like the parade in the morning different organizations fasten together then it is followed by the morning program that the guest of honor is the Board Member of the first district Hon, Cresencio Jore and in the afternoon the street dancing takes part by different schools with clusters.  
In the night, is the distribution of the awards and prizes by the municipal mayor Hon, Joel Capotulan ,
The celebration started happily and ended peacefully.

THE PROMISSING ACCOMPLISHMENT

Zamboanga del Sur - Achievers never count, it should be determined by their accomplishment, and it can be proven in deeds not in words Aurora, Zamboanga del Sur in the year of 1970 the elected municipal mayor Hon Enrique J. Cabahug a service oriented leader served the people by heart as well as gave the unlimited services, subsequently to the elected municipal mayor Hon. Bonimar Cabahug thus she made the good will for the people. Last 2004 election Enrique Cabahug won, once more continued and delivered the promising program for the people.

Aurora is a progressive Municipality based on physical features and by the peoples’ livelihood, the agricultural land is fully planted with coconut that is harvested every quarter, in the nearby barangay like Lintugop that well off of NIPA TREE plant that is good in making a Nipa weaving that usually used in the roofing of social housing and sold to the nearby province of Lanao del Norte. Balas is a floating barangay in town rich in aquatic resources and crabs production is their livelihood which supplies key cities up to Metro Manila  

The multi-million pesos town road network signifies the improvement that can be seen by the bus passengers from CAGAYAN DE ORO to ZAMBOANGA CITY vice versa.

More over the executive’s agenda had been reached to the community as well as valued by the people through the huge of benefits that had been earned.

The fast development had started from 2010 to 2011 like the construction of the concrete fence of the Motor pool in Poblacion of Aurora last March – April 2010 with the intended budget  worth of 32,848,76. The repair and improvement of the concrete canal in Poblacion of Aurora funded with Php24,069.50, as well as the construction of Vermi-bed Building in Poblacion of Aurora with the amount of Php63,132.00 and the concreting of Solar Dryer in Pacatan, Alang, AZDS .

The toilet construction at ARPS SPED in Poblacion of Aurora with the complete budget worth of Php16,000, the construction of footbridge at the right side of the Municipal Gym amounting of Php19,519.50, and the construction of concrete benches at Anonang Cottages with the worth budget of Php228,287.42, 2010 and it was finished in the length of the scheduled program.

That was on August 22, 2010 the construction of an animal Icon Platform and Fence at the children’s Playground in Poblacion of Aurora with the budget worth of 28,951.50, the rep-raping of drainage at Bliss – Cemetery road amounting of Php274,736.00 and the Landscaping of Children’s Playground Pool in Poblacion of Aurora with the  budget worth of Php115,375.00 and it is already functional and implemented.

The repair of COA, COMELEC and DAR office in Poblacion of Aurora worth of Php134,454.38, as well as the construction of the Display Booth in Pagadian City worth of 64,573.00 that was on September 16, 2010, and the concreting of table at Anonang cottages with the budget worth of Php43,166.50 that was on October 16, 2010.

The construction of the concrete flooring in Anonang, Aurora worth of Php22,230.00 plus the concreting of the National High School Cemetery worth of Php584,289.40. The construction of the Pergola at the children’s Playground in Poblacion of Aurora worth of Php29,549.00, on top of all projects plus the construction of the expansion of the ARPS Grandstand in Poblacion of Aurora worth of Php121,740.37 and over and above the construction of the Benches, Tables and painting of the Playground worth of Php144,947.76 and it was completed on the year of 2010.

The repair of the RHU building in Poblacion of Aurora with  the worth of Php130,000.00, the repair of the Public Market Office amounting of Php4,322.40 and the construction of the Gawad   Kalinga stage in Anonang with the amount budget  of Php49,228.97 and  was implemented on   October 2010.

The Playground Apparatus for the SPED ARPS have been constructed last October 2010 with the worth of Php32,188.00, the construction of the TRADING CENTER (LGU COUNTERPART) with the worth of 587,563.00, the rehabilitation of concrete pavement at Purok Dahlia in Poblacion of Aurora with the budget amounting of Php7,357.00 and the rep-raping of the Cabilao St., with the worth of Php43,981.00, and the rep-raping of the Elpedio St., with the actual budget  amounting of Php4,858.00 on March 2011, the rep-raping of the Sergio Osmena  St., worth of Php43,981.00 on February 2011.

The repair of the old Municipal hall building Phase 1 on February 2011 with the budget  amounting of Php600,000.00 thus the project is ongoing of 50% completion, the repair of community Police Assistance worth of Php7,109.00, the repair of canal at Public Market worth of Php12,545.00, the completion of the concreting at the National Highway to the Cemetery road with the amount of Php498,647.00, the repair of the Gymnasium with the worth of Php7,000,000.00 on April 2011 with the 30% completion, the repair of the concrete Gutter of the Municipal Hall Building with the exact budget worth of Php18,228.00 and the construction of the Backstop Fence worth of Php32,297.00 starting on July 2011.

The INFERES project so as to the upgrading of the Farm to Market Road FMR, and the Phase 1 included the Segment 1 in Kahayagan East – Balintawak in the Segment 2 in Sapa Laboc Kauswagan – Kahayagan East  and budgeted worth of Php40,030,039.83. The Phase 2 in which included the segment 3-4 Lintugop – Sapa – Luboc and in segment 5 is in Cabilinan and Balide with the approved budget worth of Php32,502,201.44.

The construction of Rural water supply system in phase 1 in Montela, Kahayagan West, Bag-ong Mandawe, Waterfall, Tagolalo, Bag-ong Maslog, Lubid, the Inroad – of Napo and Bag-ong Oslob with the budget worth of Php22,034,474.87.

The construction of Aurora Trading Center, with the budget of Php1,946,093.03, the construction of the Makugihon Grains Solar Dryer with the budget worth of Php846,950.30, the construction of the Cabilinan Solar Dryer worth of PhpI,112,826.11. And the last is the construction of the Boat landing in Tagulalo with the budget worth of Php2,500,000.00.

All projects had been implemented and subsisted with the effort of the municipal mayor and with the full backed up of the Sanguniang Bayan officials, employees in the community. The executive’s delivered tangible projects are the proof of good development and leadership that is valued by the people.

People have started to worry as regards in the coming year of 2013 that Hon. Enrique J. Cabahug has to off as being an executive thus his term is to be finished, and anyway 2013 is a long way to end that Mayor Cabahug will decide as what he said, that he is aiming to be the
congressman of Zamboanga del Sur in order to continue his unstoppable services for the  people.
